RoboBlather is a free text-to-speech application written using .NET 3.0. Rendered speech can be saved to a .WAV file and both talking speed and speech synthesis voice are user-selectable.
It works on every version of Windows that support .NET 3.0, which includes every version from Windows XP through Windows 10.
